Residence permit
Introduction
This page contains general information on the application and renewal procedure for a residence permit for study reasons and, with reference to the Ukraine emergency, for temporary protection.
Provisions on the requirements to apply for the residence permit and its renewal are set by the competent authorities: Italian Ministry of Interior - State Police - Italian Ministry of University and Research
Please be informed that:
- Non-EU students enrolling in degree programmes or single courses, arriving for the first time in Italy with a D visa for the reason "STUDIO", and planning to stay in Italy for more than ninety (90) daysmust apply for the Italian residence permit (permesso di soggiorno) upon arrival in Italy, no later than eight (8) days from entry.
- As set by Italian law, the application for the renewal of the residence permit must be submitted at least sixty (60) days before the document's expiry date.
- Those who have fled Ukraine after February 24, 2022, and entered Italy without a visa, must apply for a residence permit for temporary protection as explained here.
Before applying for your very first residence permit:
obtain your Italian tax identification number (codice fiscale)
collect all the needed documentation in compliance with the set requirements (key details: Italian phone number, health insurance, accommodation address).
Notice: the residence permit is compulsory to complete the enrollment procedure at UniMC.
Residence permit for study reasons: first application and renewal procedure
Non-EU students enrolling in degree programmes or single courses, arriving for the first time in Italy with a D visa for the reason "STUDIO", and planning to stay in Italy for more than 90 daysmust apply for the Italian residence permit (permesso di soggiorno) upon arrival in Italy, no later than 8 days from entry.
As set by Italian law, the application for the renewal of the residence permit must be submitted at least sixty (60) days before the document's expiry date.
Filling in the application
You can fill in the application kit (an envelope containing the forms and instructions on how to fill them in) on your own by going to a qualified post office (Sportello Amico) OR you can consider asking for the free-of-charge support from specific offices, "Patronati", i.e. local unions offering free advice and social assistance to workers and non-European citizens (they usually receive users upon appointment; if you need to schedule an appointment with the nearest patronato in Macerata, contact prospective.student@unimc.it for assistance).
Important: when filling in the forms, you must provide your contact details where you will receive any notifications from the central police station (Questura di Macerata): you must specify the city, the street, the name on the bell and letterbox of your accommodation in Italy, and your Italian mobile phone number.
Preparing the documents
Make sure to have all the documents ready to be included in the application kit. Incomplete applications will result in significant delays in the procedures of issuing the permit.
- a copy of your passport (blank pages not included): you need to include copies of the pages containing your details, the entry visa, entry stamp into Italy and any other pages with visas and entry and exit stamps;
- a copy of your health insurance policy or proof of registration with the Italian National Health Service (the latter can be submitted only in case of renewal of the residence permit);
- your Italian tax identification number (codice fiscale)
- a copy of the documents proving you have the funds needed to cover living in Italy (minimum required for 2024/2025: € 6.079,45 per year, see Government provisions). You can submit the same documents you provided for the visa application or a bank account statement or, if you have been assigned a scholarship, an official letter detailing its amount, duration and issuing body;
- documents detailing your accommodation in Italy (e.g.: a copy of your rental contract; the booking confirmation of a bed/room at a student dorm; the permanent address of a friend or a person you know or trust where you are hosted temporarily. Bookings at any other forms of temporary accommodation - e.g., hotels, hostels, B&BS - or the University address cannot be accepted.)
- 4 recent and identical passport-size photographs with a white background;
(+) In addition to the above:
>> If you are applying for the first issue of your residence permit and you have completed your enrolment:
- a copy of an enrolment certificate in a degree programme at the University of Macerata. You can obtain it by downloading it from your personal webpage. Info: Certificate-Replacing Statements
>> If you are applying for the first issue of your residence permit and you have not enrolled yet:
- the summary of your pre-enrolment application was submitted and validated through the Universitaly.it portal. When completing the enrolment do not forget to request an enrolment certificate from the competent Student Administration office. Subsequently, send the enrolment certificate by PEC “Posta Elettronica Certificata” (certified email) to the central police station (Questura) in order to complete your application.
>> If you are applying for the renewal of your residence permit (it must be done at least sixty days before the expiry date of the document):
- a copy of an enrolment certificate in a degree programme at the University of Macerata, listing the exams you have passed (please check the requirements or the renewal of the residence permit). You can obtain it by downloading it from your personal webpage. Info: Certificate-Replacing Statements
- a copy of the expiring residence permit.
NOTICE! Student residence permits can be renewed only if the student meets specific study requirements: for the first residence permit renewal, you must have passed at least one exam; for the following renewals (no more than three years beyond the standard duration of the degree program) you must have passed at least 2 exams. Important! If you need to add documents to your application after posting it, you must send them to the Immigration Office via PEC certified email (you need to open a PEC “Posta Elettronica Certificata” - certified email).
Submitting your application
Go to a tobacconists (tabaccheria) and purchase a €16 duty stamp (marca da bollo). Then, go to any Post Office offering the “Sportello Amico” service. The Central Post Office in Macerata is located in via Gramsci, no. 44.
Bring the following with you to the Post Office:
- the application kit and payment slip (bollettino) duly filled in;
- a duty stamp (marca da bollo) to the value of €16.00;
- your passport.
At the Post Office you have to:
- settle the payment slip for the fee and production cost of the residence permit (€30.46);
- hand in the application kit and the duty stamp;
- fill in a registered letter form (posta assicurata) with your data and pay the service charge of € 30.
The Post Office staff will verify your identity (via your passport) and you will sign the completed form in front of them. Important: do not sign the form beforehand.
The Post Office staff will give you:
- the receipt (the so-called "Assicurata") of your residence permit application.
- upon availability, the appointment letter at the migration office(Ufficio Immigrazione) of the central police station (Questura) for your photographic registration; it is very important that you keep this appointment letter; if the appointment exceeds 6 months, the Post Office will not schedule the appointment right away, and you will receive an SMS or a registered mail receipt ("raccomandata a/r") by mail at the address you provided (make sure that you can receive mail at that address!).
NOTICE: keep carefully both the letter and the application receipt and make a copy of them, you should always carry them with you. In the case of police checks, they prove that you have duly applied for the residence permit.

Important! For the purpose of the enrollment at UniMC, you must upload the copy of the application receipt and the appointment letter within your personal page of the UniMC student online portal under the menu item "Permessi di soggiorno"; alternatively, send a copy of the application receipt and the appointment letter by e-mail to the Segreteria Studenti of your Department, by using your @studenti.unimc.it e-mail account.
> If you have paid the registration fee for the National Health Service (Servizio Sanitario Nazionale), do not forget to contact the AUSL offices to activate your registration and choose a general practitioner.
Appointment at the immigration office
The immigration office in Macerata is located in Via Domenico Annibali, 110 Fraz, 62100 Piediripa MC
You must go to the immigration office on time for the appointment assigned to you at the Post Office for photographic registration.
Take the following with you:
- your passport;
- four (4) identical passport-size photographs. They must be recent and they must have a white background;
- the original application receipt you received from the Post Office;
- the document issued by the Post Office confirming your appointment at the immigration office.
Notice: Within the residence permit application, you should have photocopies of your documents, but the officers at the immigration office may need to check the original documents, so don’t forget to take them.
Important! If you receive a document with a Subject (Oggetto) containing the text “art.10 bis Legge nr. 241/90” during your appointment at the central police station (Questura), you need to submit other documents.
Collecting your residence permit card
The status of the application can be tracked:
- at the Portale immigrazione (immigration online portal), under the section "Area Riservata Stranieri", by entering your username and password specified on the application receipt (assicurata): here you can check also any possible communication from the Police station;
- at the Police website: https://questure.poliziadistato.it/stranieri/, by entering the number of your application receipt (assicurata).
When the residence permit is ready, you will receive a notification to your Italian phone number (SMS) with the date when to go and collect it at the Migration Office.
The electronic residence permit is a magnetic card like a credit card which contains a microchip and a machine-readable magnetic stripe in which the card holder's personal details.
Once collected:
- Make a copy of the residence permit for yourself and keep it in a safe place.
- Upload the copy (both front and back sides) within your personal page of the UniMC student online portal under the menu item "Permessi di soggiorno"; alternatively, send a copy of the residence permit card (both front and and sides) by e-mail to the Segreteria Studenti of your Department, by using your @studenti.unimc.it e-mail account.
- Mind the expiry date of the document and be ready to renew it in duly time by preparing the needed documentation and submitting the application as explained above.
Ukraine emergency: residence permit for temporary protection
The Decree of the President of the Council of Ministers of March 28, 2022, regulates the temporary protection in Italy for people who fled from Ukraine and arrived in Italy. These persons are issued by the Police Headquarters a residence permit valid for 1 year, extendable for another year, which allows for enrollment in the National Health System and access to work, study, and welfare and reception measures.
LATEST UPDATE (7 February 2025)
The Decree Law no. 202 of December 27, 2024 (DECRETO-LEGGE 27 dicembre 2024, n. 202 Disposizioni urgenti in materia di termini normativi) provided the possibility to renew the residence permits for temporary protection granted to refugees from Ukraine expiring on December 31, 2024, upon request of the interested parties, until March 4, 2026.
HOW TO APPLY
Ukrainian citizens who intend to submit an application for the first issue/renewal of a residence permit for the reason of "Temporary protection-Ukraine emergency" may present themselves to the Immigration Office in Macerata located in Via Domenico Annibali, 110 Fraz, 62100 Piediripa MC on Monday to Friday from 11:00 to 12:00 bringing with the following required documentation (source: website of the Immigration Office in Macerata):
1) FIRST ISSUE
(the payment of the 30.46 euro payment slip is not due for the first releases)
- First release application
- copy of passport
- 4 passport-sized photos
- documentation relating to the availability of accommodation in the Province of Macerata
2) RENEWAL
(as regards the payment of the 30.46 euro payment slip, the Immigration Office reserves the right to provide further information as soon as possible)
- stamp duty 16 euros
- copy of passport
- 4 passport-sized photos
- documentation relating to the availability of accommodation in the province of Macerata;
- residence permit in possession or receipt relating to the previous request for the residence permit.
