Bonn Declaration on Freedom of Scientific Research
The Bonn Declaration on Freedom of Scientific Research is a document adopted on October 20th, 2020 by research ministers of EU member states and other countries during the German EU Council Presidency.
The Bonn Declaration reaffirms the principle of freedom of scientific research as a fundamental value for democracy and the progress of society. The document points out the need to protect scientists from political, economic and ideological pressures by granting them autonomy in the production and dissemination of knowledge.
Main points of the Declaration
- Protection of scientific freedom: signatory states pledge to defend researchers from outside interference.
- Responsibility of states and institutions: universities and research centers must foster an environment that protects academic freedom.
- Role of research for democracy and society: free science is essential for addressing global challenges, such as climate change and pandemics.
- Condemnation of threats to scientific freedom: all attempts to censor or manipulate research are rejected.
The importance of the Bonn Declaration was also reaffirmed by the European Parliament in the Resolution of January 17th, 2024 January No.2023/2184(INL) “Promotion of the freedom of scientific research in EU.”
In line with the actions envisioned in the HRS4R Strategic Action 2021-2024, as well as the Strategic Plan 2023-2025, the University of Macerata has formally adhered to the principles of the Bonn Declaration on Freedom of Scientific Research (Academic Senate resolution of November 27th, 2024).
