The OTM-R policy (Open, Transparent and Merit-based Recruitment)

The OTM-R, one of the pillars of the European Charter for Researchers and of the Code of Conduct for the Recruitment of Researchers, aims to ensure that the recruitment processes end with the appointment of the best person for each research position. 

Its three key principles can be expressed as follows:

OPEN RECRUITMENT: Research vacancies must be advertised openly and widely to ensure to reach a wider pool of candidates.

TRANSPARENT RECRUITMENT: the recruitment process must be simple and clear. External candidates must have access to the same information as Internal candidates.

MERIT-BASED RECRUITMENT: selection for roles must be based on the Researchers’ merit. The selection panel must ensure that the best possible candidate secures the position.

The practical application of the OTM-R principles is beneficial not only for the researchers, but also for the research institutions and, more generally, for the research system overall. More specifically, the OTM-R process makes research careers more attractive, guarantees equal opportunities for all candidates and facilitates mobility, thus contributing to develop the European Research Area and to increase the level of research excellence in the institutions that adopt it.

For such reasons, within its Excellence in Research strategy, the University of Macerata developed its own OTM-R policy, that follows the  guidelines provided  by the European Commission and that was approved by the Academic Senate on 5 October 2017.
